The Venice Biennale jury announced it will refrain from considering artists from countries with leaders facing ICC charges, including Israel and Russia.

Duterte was arrested last March, with prosecutors alleging he created, funded, and armed death squads to target and kill suspected ​narcotics peddlers and ​users.

The Magyar said that if Hungary remains an ICC member and a person wanted by the court enters its territory, “that person must be taken into custody.”

In a vote on Wednesday by a core group of member states, 15 voted in favor, two abstained and four voted against moving forward with the process.

A memo to court staff said: "The disciplinary process before the Bureau is ongoing and remains confidential. No decisions have been taken."

The US said in a formal filing that the claim of genocide was “false” and part of a broader campaign “to delegitimize the State of Israel and the Jewish people and to justify or encourage terrorism."

The ICJ had given Israel several extensions over the last year to file the brief, with the most recent extension being until March 12.

Legal analysts cited in Western coverage say the ICC faces jurisdictional challenges because Iran is not a member of the Rome Statute.

“We serve humanity. We are delivering justice for the most vulnerable victims around the world, for millions and millions of women and children who have no voice," one judge told the Guardian.

The publication of such cases was delayed by fear of abuse by ICJ and ICC. The IDF says the cases are justified under laws of war.
